The Data-Driven Dynamic Security Operations™ (D3SO™) program combines advanced technology with superior security operational skills to prepare for, deter, mitigate and combat violent crime and acts of terrorism utilizing the insider threat to attack airports, commercial aircraft, transit systems and other critical infrastructure.

Industry leadership and owners of our country’s critical infrastructure prefer a risk-based security approach. By taking this approach and guided by and in collaboration with federal, state and local governments, D3SO™ utilizes a proprietary Insider Threat Assessment Protocol™ (ITAP™) process to assess each customer’s operations with a focus on employee screening and access control. Leveraging the power of several specific data sets, ITAP™ develops a comprehensive security picture.

D3SO™ employs a comprehensive and robust Analytical Integration Modeling (AIM™) software suite leveraging the results of the ITAP™ process with numerous leading-edge security strategies in a powerful, secure computing environment.

This approach meets or exceeds the intent of recommendations provided in the Transportation Security Administration’s (TSA) Aviation Security Advisory Committee (ASAC) report of April 2015. CONSULTING SERVICES

Dillard Group International’s consulting services assemble relevant subject-matter experts around the table. This process-driven collaboration provides an accurate risk-based assessment of a problem. A serious focus for DGI is preventing or mitigating the impacts of active shooter attacks and explosives attacks utilizing suicide bombers and improvised explosive devices (IED) such as explosives vests, vehicle-borne improvised explosive devices (VBIED) and other homemade explosive (HME) devices such as pressure cooker bombs. These types of small arms and IED attacks can occur any place and time. OPERATIONAL PLANS, TRAINING and EXERCISES

After designing and developing operational and technological solutions, operational planning, training and exercises must take place. The adage of “fail to plan or plan to fail” is as true currently as it ever was. Additionally, organizations and their personnel must train to these plans and exercise their training to successfully implement them on a day-to-day basis, especially during emergency situations.

Driven by a systems-engineering approach, DGI works with customers to analyze and assess any existing materials available. Comparing these against the requirements of new or expanded solutions and the ever-changing threat environment, DGI’s planners, instructional systems designers and exercise practitioners collaborate with our operational subject matter experts to create appropriate and effective plans, training and exercises.

DGI and its group members adhere to Department of Homeland Security (DHS) guidelines and best practices listed in the Planning, Training and Exercises Resource Guide and other more detailed publications. As illustrated by the D3SO™ program, DGI works closely with customers and stakeholders in preparing and implementing the plans, training and exercises needed for effective use of the programmatic operational outputs.

Currently, DGI trains U.S. law enforcement officers and other first responders at the DHS Center for Domestic Preparedness in Anniston, Alabama and at numerous locations across the country. DGI members teaching and training as part of this program are DHS-certified instructors. Subject matter includes courses such as Law Enforcement Protective Measures (LEPM), Law Enforcement Response Actions (LERA), Vehicle Borne Improvised Explosive Devices (VBIED), and the Bombing Materials Awareness Program (BMAP) for the DHS Office of Bombing Prevention. DGI instructors lecture on topics focused on Recognizing Active Shooter Behavioral Indicators and Surviving Active Shooter Events.

Current exercise programs include TSA’s Intermodal Security Training and Exercise Program (I-STEP) utilized to train and exercise law enforcement, firefighters, emergency medical personnel and emergency management personnel responsible for protecting against and mitigating acts of violent crime and terrorism at our nation’s commercial aviation, transit and maritime systems across the country and worldwide.

Additional programs under development include Advanced Active Shooter Response for law enforcement and emergency medical personnel and citizen awareness and response capabilities.
